Velocity Tools and the Multi-Context Broker

Does anyone know how to make the Velocity Tools available in the velocity
templates used by the multi-context broker and the Shibboleth IDP (2.4.4)?

We are in the process of implementing Shibboleth for our F5 VPN and I have
a need to tailor the presentation of the login template based on whether or
not the user is using the "fat" client.  I believe I could get the
information from the BrowserTool but I am not sure if/how to make it
available.
