PeopleSoft's web-based offering can be made to work with Shib SP, as
others have mentioned.

PeopleTools, the Windows-based development application for PeopleSoft,
also authenticates. Here, we ended up using "LDAP auth" for it, and I
think it's in 3-tier mode.
