Deep linking is how the web works, it has nothing to do with Shibboleth. Any SSO integration that interferes with deep linking is just broken.
The web's main innovation was to make resources explicitly addressable. That has to work regardless of security and any other consideration. It is literally the most important usability feature of the web.

If you've ever clicked a link, you've used deep linking. The web *is* deep linking.
