It's used in the flow file here:

    <decision-state id="CheckInitialAuthenticationRequired">
        <if test="InitialAuthenticationFlag" then="PreInitialSetup"
else="PostInitialSetup" />
    </decision-state>

I recall this change was related to local storage reads and something
breaking in a particular case where we needed some conditional logic to
fix. In any case it appears to be a typo bug, so I filed an issue:
