Then you must not have anyhing telling it to do otherwise. The rules for format selection are outlined in the wiki:  

- what's available (what you configure, in other words)  
- what's in the metadata  
- what's in relying-party.xml  

If you have nothing influencing the choice, then the default format is used.

I think that’s my problem.  I apologize if these questions are already answered in the wiki, I’m just not sure where to look for them.  

(1) How and when is the selection process made?  

(2) Is the match based on the entityID specified in the metadata or the end points?  

(3) Is there a method or tool that can be used to determine what data the SP is providing that the IdP is then trying to match against?
