CAS 1.0 support

They aren't related, this is about the older CAS protocol. The CAS support requirements are really something that should be driven by the adopters and Marvin collectively. The CAS work was developed and is being maintained essentially as a volunteer effort (from the project's perspective), so I'm happy for it to be "governed" on that basis.
