Increasing memory for Jetty with --exec in start.ini causes shibb service to fail on start.

Only reference in error is about not being able to write to a log file but I
did add everyone full control and that made no difference. This might not be
the core issue. The path to the log file in the error seems to be messed. I
don't see where this path is defined. I know of someone else that is seeing
this same problem so I'm assuming this behavior will occur from a default
install. I have admin privileges on the server. I'm also running
jre1.8.0_66.
