Connection timeout in AttributeQuery

The shibd.log file gives me this:
2016-02-17 13:46:25 ERROR Shibboleth.AttributeResolver.Query [2]: exception during SAML query to https://wmp.firstrate.com/idp/profile/SAML2/SOAP/AttributeQuery: CURLSOAPTransport failed while contacting SOAP endpoint
(https://wmp.firstrate.com/idp/profile/SAML2/SOAP/AttributeQuery): Connection timed out after 10000 milliseconds

2016-02-17 13:46:25 ERROR Shibboleth.AttributeResolver.Query [2]: unable to obtain a SAML response from attribute authority

What could be the cause for this connection timeout?  I would like to get the complete SAML response, so I can use the attributes in the securing application.
