Thanks Tom,

But I don't agree.  That is an <AttributeRule> containing a self-terminating <PermitValueRule\> sub-element.  The Attribute rule is only terminating once.

This appears multiple times in your XML. Note that the <AttributeRule> element is terminated twice, which is a syntax error.
