pyff seems to be able to smush together a directory of individual
metatadata files into an aggregate file desribed by an EntitiesDescriptor
tag.  I think we're going to switch to it for the time being instead of the
jenky shell script I put together.

You may run into issues if any of the individual SP metadata is signed and
you try to sign your resulting aggregate, though.
