Peter is correct. Your problem is not with OAMs SAML interoperability 
it is with how you are choosing to virtualize the service. 

Yes your problem(s) are most likely to do with the config on WebLogic and also the config / 
naming of your OAM instance as well.. 

As Peter mentioned earlier though you are paying Oracle for their help.. open an SR.
