REMOTE_USER not polulating in IIS 7.5

Could you please elaborate a bit/alternatively suggest any workaround in
order to proceed?

I can see in transaction log

uid is returned from IDP, in which form/variable IIS might be holding this
which can then be passed to Siebel.
