Thanks Rod! Per-site skinning/styling is actually an important requirement,
if that's difficult to do on a CDS it pretty much rules that out. 

I'll give the EDS a go now. Assuming that supports applications that have
one IdP, and applications with multiple IdPs and the discovery service on
the same SP instance, we should be good.
