replacing jetty's default favicon display?

Even though JETTY_BASE/webapps/ROOT/ may be the "default" location for
static content, I take it we still require the static.xml file

[Tried just adding ROOT/favicon.ico (without a static.xml file) still
displaying the ugly red favicon even after rebuild and restart.]
