Apache workers stuck in graceful shutdown on RHEL7

Sorry - yes it loaded - everything appears functional.

I’ve added this to "/etc/systemd/system/shibd.service.d/override.conf”

Environment='SHIBSP_CONFIG=<Config type="XML" path="/etc/shibboleth/shibboleth2.xml" reloadChanges="false" />'
#----------------------

I will get back to you with if it works around the workers problem.
