status: short uptime

after the IdP has been running a while (several minutes or several weeks
without prior status request) indicates an uptime in very recent past, for
example:

current_time: 2016-12-02T16:58:39-09:00
uptime: 421 ms
...

Seems implausible the IdP restarted within a second of issue the status
request on different days, so what does this really tell me?
