Cannot resolve 'Requester' to a type definition for element 'PolicyRequirementRule'

We have IDP 3.2.1 and are running into an issue with the attribute-
filter.xml file. Logs show "Cannot resolve 'Requester' to a type
definition for element 'PolicyRequirementRule'."

Here is a part of our attribute-filter.xml file. All namespaces are
declared, but it seems that it isn't using the correct namespace.
