Services.properties value for metadata-providers in default file from install

Here's my notes from a 2016-07-06 TIER call : "changing metadata on
the file can be unsafe because it potentially changes the attribute
env".

FWIW Metadata providers (like the file system one) which extend
AbstractReloadingMetadataResolver reload/refresh by default. So they
_are_ reloading anyway, by default.
