Services.properties value for metadata-providers in default file from install

I've wondered for awhile, but never got around to asking before. Why does the "out of the box" version of the v3 (at least the v3.2.1 version) services.properties file have the default "0 duration time (PT0S)" for the metadata-providers.xml file (shibboleth.MetadataResolverResources), while it has explicit settings of 15 minutes or 5 minutes for almost all the other "likely to be changed" config files? Just an oversight, or is there some key reason why the team thought that a better out-of-the-box setting for that one file?
