IdP Initiated SSO

I have my first request for an IdP initiated SSO.  I've looked at
https://wiki.shibboleth.net/confluence/display/SHIB2/IdPUnsolicitedSSO
which seems to suggest that there's nothing I need to do.  Unfortunately,
I'm at a loss as to where to start:  How do I initiate the SSO process?
Given a resource URL for the SP, how do I craft a SAML request to present
to my IdP so that the a SAML response can be created and the user
redirected to that resouce URL with the SAML response.  And finally, the SP
requires that the SAML response (I'm assuming just the assertion) be base64
encoded.  Is that possible?
