OK. I agree that this strongly points to the SP or its network setup.
Maybe the SP needs to use a proxy for outgoing connections? The wiki
documents the cURL transport options you'd use with the Shib SP in
order to make it use a proxy, IIRC.
And even without directl access to the SP at least the operators of
that SP should be able to send you the output of a simple curl
command for diagnostic purposes.
