Shibboleth Idp does not persist URL hash fragments across a login redirect.

I was also trying this. And really curious to know how to use binding templates with Shibboleth as SP v2.4.4 and later. I tried with <SSO> as template 

        <SSO discoveryProtocol="SAMLDS" discoveryURL="http://gs-1619.dev.aws/DS/" template="C:\opt\shibboleth-sp\etc\shibboleth\bindingTemplate.html" >
              SAML2 SAML1  
            </SSO>


even with <SessionInitiator> like:

                        
            <SessionInitiator type="SAML2" Location="/Login" isDefault="true"
                  relayState="cookie" entityID="https://mrinal-dev-ed.my.salesforce.com" template="C:\opt\shibboleth-sp\etc\shibboleth\bindingTemplate.html">
            </SessionInitiator> 


But bindingTemplate.html is not invoked.

It would be good to know how we can set "target" using binding template. Any guidance is appreciated.
