v3 Tests failing

(Had to double-check, those particular ones aren't using the MDQ
instance on shibboleth.net, they're using the template variant against
static paths on svn.shibboleth.net).

To the OP: if it's still failing now (wasn't a transient issue), then
I'd bump the log level in that module's
src/test/resources/logback-test.xml for 'org.opensaml.saml.metadata' up
to DEBUG or TRACE and let it tell you what's actually going on when the
test fails.
