I think it kept more with upstream. e.g. for logging, where Debian
deviates from upstream by suppying a default config using syslog (as
workaround to the issue with creating the native log and dropping
privileges at httpd startup. AFAIK that's all fixed today so the
Debian packaging may in fact re-align with upstream closer again,
reducing the diff and surprised for deployers at the same time.)

IIRC the different layout allows you to install both packages at the
same time. So it's not all bad.
