Given the number of “sort of”s, I’m guessing it’s an allusion to the “every attribute should be resolvable into a schematic description of its semantics” that I wrote in my dogma crossed with a central location where those attributes are defined.

The benefits from this sort of thing would be small at first, but I think other federations in other countries have demonstrated the value of aggregating more information about federated interactions and configurations.

The last time I brought something like this up in general was December 2014 or something on the MACE-Dir list when I suggested we define URL-based names for eduPerson attributes as well.  That wasn’t well received, and I gave up then.
