IdP 3 strange startup delay

I have no idea how that Nabble monstrosity works and there are no messages to the list held up for moderation at any particualar time. I would imagine maybe Nabble does some kind of email verification to prevent spam and the people misusing the list with it aren't doing that.

In any case, I added a warning about it to the installation page. I have run into the issue before.
