AttributeValue xsi:type no longer present in Shibb V3

Well believe it or not it's the culprit for this particular vendor. I don't
ever remember setting that on V2. Was it defaulted to off in later
versions? We pretty much deployed V2 right when it came out. Then again
maybe I just don't remember turning it on.
