AttributeValue xsi:type no longer present in Shibb V3

I don't think it's required, but after trying to chase down the issue of a
problematic vendor, I noticed that the V2 system included xsi:type in the
AttributeValue tag.

I'm not sure if I misconfigured something to prevent it from showing up in
V3 or if it's no longer considered necessary. I think the SAML spec lists
it as optional, however for debugging this vendor it would be interesting
to see if adding it back made it start working again.
