It's almost certainly a cookie handling issue, somebody will need to trace everything and spot where the bug is.

Don't know if it's related or not, but Safari has had a bug for a while that affects operation when one of the two higher privacy settings are used. Doesn't loop though.

An obvious thing to check in either browser is whether third party cookies are on or not.

FWIW, the only cookie relevant to a *single* login to the IdP is JSESSIONID. The others are all related to SSO, so only affect subsequent requests.

I don't have any access to a Google Apps domain. To get involved I'd probably need at least a test account, and probably access to the IdP logs eventually. So not easy for me to debug.
