Because you're not pushing attributes, and you're looking at the front channel response, I would imagine. That's not a change, the SAML 1 default has always been to wait for an attribute query.

J-STOR supports that mode of operation, something I verified in my own logs just now.

You should be logging an attribute query from their SP.
