Shibboleth SAMLResponse from Apache -> Tomcat -> Third Party

I’m having issues passing the SAMLResponse to my third party.
So the SAMLResponse comes into my SP from the SSO login page but now I must pass that SAMLResponse to my third party and I can only receive the attributes.  I’m having issue getting the SAMLResponse in Tomcat to pass to the Third Party via a Java http client.  Apache is only a proxy and also has the shibboleth module.
