Redirecting shibd -t output

I got rid of the warnings but still can't get the "... configuration is
loadable ..." The stream input is empty. I could pipe all the warning
messages with no problem. There is something I should probably be doing
differently with popen. I'll keep looking.

BTW: My config was missing the reloadChanges attribute so would have taken
some time to figure that out without your post. Thanks for that.
