Installation not generating sp-cert.pem file

Here's the error I am getting.
.\keygen.bat -h ehs-apps.andrew.cmu.edu -y 10
'MySQL' is not recognized as an internal or external command, operable program or batch file.
'openssl.exe' is not recognized as an internal or external command, operable program or batch file

You didn't post either error, so I'm not sure what to tell you.

That depends on what it does. Getting no output is impossible to debug, so you have to decompose the batch file to find the offending part, and determine what actually broke.
The script is not provided in any practical sense for anybody but the installer to use, anything else can be done with openssl directly.
