Shibboleth IdPv3 administrative urls

For Tomcat 8 with unpacked WAR and the jar scanning exceptions based on the wiki article I see times from 15s to 80s.  Seems like a strange amount of variance, but compared to the 2-3 week stretch where I had misread the wiki article and had unpackWAR=false set and was looking at 4+ minute startup times, I'll take it.

For Tomcat 8, with just the unpacked WAR (no jar scanning exceptions) I'm seeing times in the 15 to around 40 seconds or so.
