Can't speak to that, but there is Unicon's shib-cas-authn2: https://github.com/Unicon/shib-cas-authn2
or corresponding shib-cas-authn3 version for v3: https://github.com/unicon/shib-cas-authn3

Those use the ExternalAuthn handler approach, and support ForceAuthn and Passive.
