In general, the SP is in charge of the review based on attributes that the IdP forwards to the SP. In limited cases the IdP may make this election to deny access.
It does sound like you should review eduperson schema and met more attribute available to your IdP. You can feed data via a database as well to the IdP if needed.

This was certainly possible with Shib IdPv2, first using custom code made available by USC, and later as a standard feature. Perhaps someone on the Shib development team can verify if that feature has been removed from Shib IdPv3.
The concept of whether or not someone should be blocked at the IdP or the SP is a religious debate. The SP does not hold a monopoly on authorization.

It appears we keep our Shibboleth usage relatively simple compared to quite a few of the institutions represented here. The only attributes most SPs demand are a unique ID and staff/student flag.
Our AD is also used for Office 365 ADFS, and I believe our license for staff and students to have it at home is dependent on them being currently employed by/enrolled with the college.
Our IdP (and AD systems) only sees an 'active staff and students' copy of the directory, there is a far bigger one managed by Novell Identity Manager behind the scenes.

A person's presence in a directory, and consequent ability to authenticate, must not imply authorization to any particular service.
The vast majority of the people in our directory are "ex-students"; they are alumni of the University. Transcript requests and our alumni community portal are two services offered primarily to this population. Many continue to use their e-mail as well. Some "ex-students" leave for one reason or another and then return; they need to, among other things, use their log-in to register for class.

This may seem an odd question but why are your ex students allowed to actively login to an institution system? A month after ours finish, they are locked out of AD ergo can't access anything.

Can Shib 3 deny access to certain SPs based on a user attribute? Our use case is that we want former students who are not currently active to have access to only certain SPs and we'd like to control that with Shibboleth based in an attribute indicating status. Is this possible? If not, how do others handle this use case?
