Can Shib 3 deny access to certain SPs based on a user attribute?

Our students keep their accounts for life including if they leave early. There are many post-departure use-cases (transcripts being a big one, but other like continuing research, finishing up work, etc) for which continuing authentication is useful. Now, just because a user can authenticate doesn't mean they get access to much (or anything). As for the Parent, I'll leave it up to the devs to answer authoritatively about this, but in general, no. The IdP is not the place to stop folks who shouldn't have access to a system. That decision is the responsibility of the target system.
