No, I was proposing (somewhat incoherently) the opposite:  do not use
Velocity *anywhere*.

The designer complaint was that he couldn't keep velocity and jsp coherent.
So rather than make everything velocity I was saying make everything jsp.

Spring can render jsp, but (as you say) there are many places where we
cannot render velocity.    I'm not aware of any pages which can only be
rendered in velocity?
