Shibboleth 3 static image serving problem

There's never going to be anything in the Shibboleth log.

There shouldn't be any difference between the IdP context and the root context, but most of my static content is served up from the root webapp context, just for convenience and because it makes editing that stuff simple without having to rebuild or unpack the war.

But I'd be very concerned if that worked "better" in the sense that it didn't end up with the same errors.
