UK Federation metadata issues

Hi Matthew

I just ran that test and it came up as 6 mintues. What on earth is going on with our routing, think I'll leave getting JSTOR working til next week now!

A little oddly it’s actually quicker to retrieve via my home DSL on plusnet (<10s)!
