Translation of properties files

Ok, it has been a while (vacation and other things happened) but I had a
closer look at poeditor.com and zanata.com.

My conclusion is that zanata.com is indeed better suited to translate
the Shibboleth strings because:

* it's a public and free hosted services
* it supports translating multiple files (e.g. java properties files)
* it supports multiple version (e.g. IdP v3.1, v3.2, ...)
* it includes some useful tools that help translating using the vast
amount of already translated strings of other projects

The downside is that
- the UI is probably a bit less intuitive than POedit
- sometimes it is a bit slow.

But given that only few (skilled) people would use it to translate the
strings for their language, these probably are not so much of a problem.


I invited a few colleagues to help testing, so we have already
translations in German and French.

If others (e.g. the Shibboleth team) would like to give it a try too:
* Go to https://translate.zanata.org/zanata/
* Sign Up to get an account/log in with social ID, then send me your
account details and I'll make you a maintainer
* Start translating on
  https://translate.zanata.org/zanata/project/view/shib-idpv3-translations

If the Shibboleth team is ok with this, I would create a page on the
wiki providing the details on how others can contribute and translate
the strings.


Assuming there willbe some translations of the IdP properties available
at some point, the question is if they would be:
* bundled in the Shib IdP
* offered via the Shib web page in a separate package
* offered by federation operators that might want to brand them/adapt
them further for local use

Any comments from the Shibboleth team on this?
