Shibboleth Pathway Question

I have a question about Shibboleth redirects.  This might actually be a
SAML question, but I thought I'd start here.

If a user has two tabs in a browser open to two different Shibboleth
entityID sites sitting at the authentication prompt, regardless of which
tab he is in when he actually authenticates, he will be returned to the
site that he last connected to.  For example, I connect to site A's SP, it
returns me to the correct IdP for authentication.  Before I complete
authentication, I open a new tab to Site B's SP which also returns me to
the same IdP for authentication.  If I go back to site A's tab and complete
the authentication, instead of displaying the protected resources of Site
A, it displays the protect resources of Site B.  Is this expected behavior?
