idp v3: /idp/status returns a 500

i'm trying to access /idp/status from an allowable IP address, and I get a
stack trace.

    message Handler processing failed; nested exception is
java.lang.NoClassDefFoundError: javax/servlet/jsp/jstl/core/Config

Should the IDP come with jstl.jar?
