All that does it stay in the same state. If you want to advance the flow, you have to actually signal an event.

If that works, then what I suggested would also work. Daniel indicated that it's already filtering out the flow because of the condition, in which case starting over like that couldn't have worked either.

I would simply do the opt-in and set the cookie, and possibly use some JS to auto-set the cookie under certain conditions.
