SOLVED: Cisco WebEx error 31 "Auto account creation failed" two different ways...

   Just to put this out on the mailing list/Internet for anybody else having trouble setting up WebEx and is getting an error 31 "Auto account Creation Failed".

IF you can authenticate to an existing user in WebEx, but can NOT successfully login to WebEx with a NEW user (NEW being defined as a user who does not already have an account on your webex site), then there are (at least) two possible problems.  Here are two problems with their solutions.

1) Somehow you are out of "hosts".  On your main WebEx page, there is a section labeled "Named Host", with three subsections "Limit", "Used", and "Available".  If Available is "0", then you need to "deactivate" users using the "Manage Users/Edit User List" menu bar on the left side of the webpage.  (Thanks to Tadeusz Sacilowski for pointing this out.)

2) If that's not the problem, then you need to make sure that "Partner ID" is enabled for your site.  You can see if you have Partner ID enabled on the main page of the admin page for your WebEx site.  It is on the right side of the admin page (In the main area).  It is Labeled "Partner ID" and should have a 20+ alphanumeric keycode.  Partner ID is located underneath "Docs Version" and "Site ID".   No Partner ID, no autocreate.  This is poorly documented, and I'm unsure why Partner ID was not enabled for my websites when we had SSO turned on.

  These solutions are for any webex site, not just those using Shibboleth.  I just happen to be using Shibboleth IDP.
