Btw, the most concise and still somewhat palatable description (though
slightly tongue-twisty) I've heard for "eduPersonTargetedID" is
"service-specific pseudonym".
IIRC that came from the WAYF.dk folks for their consent interface.
Admittedly that doesn't spend nearly as many consonants on the
persistence, revocability, non-reassignability and opaqueness we love
about out persistent NameIDs.
