SAML Salesforce Reponse coming in Transient Format

I am still really confused on this. I changed the nameid-format to persistent, but it
is still coming back in the saml response as transient.
Can you give me push in the right direction?

Because you told it to. All of the documentation on NameID Format selection is in the wiki (both versions, though V3's is better). If you don't understand something in it, just ask.
