While I agree that the hard-coded SOAP-ENV namespace prefix is at best a
limitation if not bug, the issue is affecting enough of our applications
that it's worth it (to us) to simply make the server emit the SOAP-ENV
namespace that older clients expect. In related testing, we identified
another problem that rightly needs to be fixed. I just filed an issue for
both: https://issues.shibboleth.net/jira/browse/IDP-862.

I've got a simple patch that in light testing appears to fix both issues.
We're doing additional testing tomorrow and if all goes well I'll commit
the fix tomorrow and it will make 3.2.0.
