Scott already noted this:  That in fact is not what the wiki says. Look
again.  You omitted the namespace declaration on the <MetadataProvider>
element: xmlns="urn:mace:shibboleth:2.0:metadata".   That is not
optional. Or at least, effectively declaring the elements in the right
XML namespace isn't.  Your error is nothing to do with WebEx or anything
like that.
