The Template plugin works fine, I use it all over the place. I don't use Mapped, and it is extremely weird. So whatever the problem is, it's some unexpected side effect of that plugin. The Template plugin only uses what it's given, so the problem is with the output of your dependencies.

I would try to encode the output of the Mapped plugin directly into a SAML attribute and see what the result is.
